In each of these examples the system has to address what the specific issue is, can it be minimised or irradiated, what precautions are required and what specific procedures have to be in place to ensure that when working in those environment that the best practices are carried out. Certain types of business require more focus on such a system simply because of the number of potential hazard. An office block on the other hand has fewer risks perhaps, and potential for injury and the severity of injury might be less, but non the less a robust system is required. One might consider a school or a university presents less risk, but not so. Even in environments like that systems will be in place. These environments have a complex flow of people, often being in a variety of places at different times and for different reason. In many senses, the system is harder to manage because there is a limit to what you can keep out of bounds and how you can manage a large number of people with a variety of reasons for being there.
